The meeting was called to order at 7:00 PM.
Motion was made by Tom Otterman and seconded by Jake Thompson to approve minutes of July 17, 2023. Passed unanimously.
Highway
Road Report: Beginning to grade roads. The major road repairs from the storm damage are complete. The loader at the 302 sand site needs a new battery and all other equipment is good.
Garage site: American Consulting Engineers is scheduled to stake out the site on Friday, July 28, 2023
Ben Dexter Road property: Jake Thompson talked to two realtors about putting it on the market for sale. Tom Otterman suggested that the property line between the Town and the Cornellier’s be confirmed before doing so.
William Johnson and Rebecca Christian asked when the Pike Hill bridge repairs will be completed. It is still unknown when the inspection will be finalized and the repairs will take place.
Roadside mowing bids will be opened at the next Select board meeting
A request was made for the Town to provide gravel for the Solomon Willey Road. No action taken.
Brad Calhoun reported that new truck should be ready sometime in August.
Discussed payment for subcontractors who were hired to truck gravel to repair roads damaged by the flood. A motion was made by Tom Otterman and seconded by Jake Thompson to pay $100 per hour. Passed unanimously.
A motion was made by Tom Otterman and seconded by Jake Thompson to adopt the VASA Trails Program Project Resolution of Commitment from Municipality for projects involving Class IV Town Highways. Class IV roads included: The Waits River Store Loop, Frost and Smith Hill (off Powder Spring Road), Carrie Thurston Road and Territory Road. Signed by James Bulger, Chair and witnessed by Jake Thompson. Passed unanimously.
Jim Clark asked if it was possible for Kimball Hill Road to be removed from ATV use. Jim Bulger said that a petition would be necessary before any action could be taken.
General
Employee Benefit Package (Passed over to be discussed in executive session.)
Town Plan: A motion was made by Tom Otterman and seconded by Jake Thompson to change the date for the Select Board Public Hearing to August 21st at 6:00 p.m. at the town hall. Passed unanimously.
Hank Buermeyer requested for the photo of the Ram’s Head orchid to be put on the cover of the Town Plan and the cover letter that was written be included also. A motion was made by Tom Otterman and seconded by Jake Thompson to approve both requests. Passed unanimously.
Financial
The Board reviewed and signed Order #2314 in the amount of $62,409.39 for accounts payable and $7,147.45 for payroll.
Other
A request to use the Town chairs and tables for a non-residential outdoor private event was denied.
Cindy Flannigan reported that the tax bills went out in the mail.
A motion was made by Tom Otterman and seconded by Jake Thompson to go into executive session to discuss personnel. Passed unanimously. Cindy Flannigan was invited to attend the session. Meeting adjourned to executive session from 7:54 p.m. to 8:25 p.m. No action was taken and the board will continue to review personnel policy.
