MINUTES

Present: James Bulger, Larry Hart, Bradford Calhoun Thomas Otterman and Carl Hildebrandt (Select Board), Cynthia Flannigan (Town Clerk/Treasurer), Guy Welch (Road Foreman) and via Microsoft Teams Janice Emerson (Administrative Assistant)

Visitors: C J and Sue Altland, Jim and Nancy Clark, Elaine Smith and via Microsoft Teams Pat Plaisted

Meeting called to order at 7:00 pm.

Motion made by Carl Hildebrandt and seconded by Larry Hart to approve minutes from meeting of October 24, 2022. Passed unanimously.

CORONA VIRUS

Nothing new to report.

HIGHWAY

Road Report – Guy Welch updated the Board on roadwork and equipment.

Garage Site – Tom Otterman will email the preliminary site plan to the Board for review.

Grader Operator – A person in town is interested in a grader operator position. There is no position available at this time. Jim Bulger will handle.

Better Back Roads Grant – Larry Hart and Brad Calhoun will handle.

GENERAL

Health Insurance - Motion made by Larry Hart and seconded by Carl Hildebrandt to continue with the current MVP Plan. Passed unanimously.

ARPA Committee Report – Nancy Clark discussed the Committee Report.

Village Designation – Jim Bulger discussed the Village Designation Project. An updated Town Plan must be in place before a village designation can be made. Jim Bulger will handle determining the property within West Topsham and Waits River.

CORRESPONDENCE

NEKWMD Proposed Budget – The Board reviewed.

Funding Opportunity for Diesel Emissions – VT Dept of Environmental Conservation – Brad Calhoun will look at it.

Bernice Dow's Request for Reimbursement for Dog Fence – Jim Bulger will call Bernice and members of the Board will look at it.

Requests for Funds:

Clara Martin Center – Will be included in Warning for Town Meeting

Safeline, Inc. - Will be included in Warning for Town Meeting

Tri-Valley Transit - Will be included in Warning for Town Meeting

Orange East Senior Center – Will be included in Warning for Town Meeting

Northeast Ski Slopes – Will be included in Warning for Town Meeting

FINANCIAL

The Board reviewed and signed Order #2221 in the amount of $30,916.33 for accounts payable and $10,247.96 for payroll.

Motion made by Carl Hildebrandt and seconded by Larry Hart to set the pay rate for Election Officials at $12.75 per hour. Passed unanimously.

The Board approved the purchase of a new shovel for the Transfer Station.

OTHER

Cindy Flannigan advised the Board of a used wooden card file that is available for $850.00. Motion made by Larry Hart and seconded by Carl Hildebrandt for Cindy to look at the file and purchase if it meets the needs of the Town Office. Passed unanimously.

Executive Session – Motion made by Tom Otterman and seconded by Larry Hart to go into executive session to discuss personnel. Passed unanimously.

Meeting adjourned to executive session from 8:16 pm to 8:30 pm. No action taken.
