MINUTES 

Present: James Bulger, Larry Hart, Bradford Calhoun, Thomas Otterman via Microsoft Teams, and Carl Hildebrandt (Select Board), Cynthia Flannigan (Town Clerk/Treasurer) and via Microsoft Teams Janice Emerson (Administrative Assistant) 

Absent: Guy Welch (Road Foreman) 

Visitors: CJ and Sue Altland, Jim and Nancy Clark, and John Hood 

Meeting called to order at 7:02 pm.  

Motion made by Carl Hildebrandt and seconded by Tom Otterman to approve minutes from meeting of  January 9, 2023. Passed unanimously.  

  

CORONA VIRUS 

Nothing new to report.  

HIGHWAY 

Road Report – Larry Hart updated the Board on roadwork and equipment. The one-ton truck needs  manor repairs. Information will be requested to be available at the next meet to make a decision to  repair or replace.  

Honey Corners Road - Brad Calhoun will discuss with Shauna Clifford, at VTrans to see if we can  reapply for a grant.  

Garage Site – Tom Otterman discussed with Rob Townsend. Rob will have a revised site plan  including our adjustments ready for the next meeting.  

Plowing – The Board approved hiring Fred Smith to plow out the Town Office. Brad Calhoun will  handle.  

Overweight Permit – Motion made by Brad Calhoun seconded by Larry Hart to approve a permit for  Carroll Concrete and for Jim Bulger, Chair, to sign. Passed unanimously.  

GENERAL 

 ARPA Funds - Item 3 on Committee Report – Motion made by Larry Hart and seconded by Carl  Hildebrandt to spend up to $65,000.00 for handicapped accessibility and renovation of food shelf  space at the Grange Building. Passed by a vote of four. Jim Bulger abstained. The Grange will do  the work to get bid for the jobs and bring the results back to the Board for approval/decision.  

Nancy Clark and Jim Bulger attended a Resource and Discussion meeting with state agencies today.  The meeting was held in Bradford. Items discussed included economic housing, broadband,  agriculture, transportation and resources/grants available. We are considered an under served  community. 

CORRESPONDENCE 

Otterman & Allen – The Town and the East Topsham Cemetery each received a distribution of  $10,194.00 from the Macdonald Family Funds. Motion made by Brad Calhoun and seconded by Larry  Hart to put the Town’s distribution in the Building Fund. Passed unanimously.  

2023 Orange County Proposed Budget – The Board reviewed.  

FINANCIAL 

The Board reviewed and signed Order #2302 in the amount of $314,140.42 for accounts payable and  $7,463.19 for payroll. 

OTHER 

Warning – The Board discussed items to include on the Warning for Town Meeting. Town Meeting –The March 2023 Town Meeting will be held at the Town Hall. 

Executive Session – Motion made by Jim Bulger and seconded by Larry Hart to go into executive  session to discuss personnel. Passed unanimously. Meeting adjourned to executive session from 8:04  pm to 8:20 pm. No action.  

Meeting adjourned at 8:21 pm.
