MINUTES
Present: James Bulger, Larry Hart, Thomas Otterman and Carl Hildebrandt (Select Board), Cynthia Flannigan (Town Clerk/Treasurer) and via Microsoft Teams Janice Emerson (Administrative Assistant)
Absent: Bradford Calhoun and Guy Welch (Road Foreman)

Meeting called to order at 7:00 pm.
Motion made by Tom Otterman and seconded by Carl Hildebrandt to approve minutes from meeting of December 12, 2022. Passed unanimously.
CORONA VIRUS
Nothing new to report.
HIGHWAY
Road Report – Larry Hart updated the Board on roadwork and equipment.
Jim Bulger reported the furnace at the garage needed major repairs. It was replaced with a new propane heater which can be moved to the new garage.
Garage Site – Tom Otterman forwarded information to Rob Townsend.
Covid Sick Pay – There was a lot of discussion regarding this item. Motion made by Tom Otterman and seconded by Larry Hart to extend the sick leave to 80 hours for this year only. Passed unanimously.
Mileage Certificate – Motion made by Tom Otterman and seconded by Larry Hart for Jim, Bulger, Chair, to sign. Passed unanimously.
Letter of Intent – VT Municipal Roads General Permit - Motion made by Carl Hildebrandt and seconded by Larry Hart for Jim Bulger, Chair, to sign. Passed unanimously.
Overweight Permit - Motion made by Carl Hildebrandt and seconded by Larry Hart to approve a permit for Reginald Riendeau. Passed unanimously. Guy Welch will follow up with him regarding the damaged guardrails.
GENERAL
2022 Grand List Errors and Omissions – Members of the Select Board came to the Town Office individually to review and sign.
CORRESPONDENCE
2022 Equalization Results – The Common Level of Appraisal (CLA) is 87.14% and the Coefficient of Dispersion (COD) is 25.13%.
VT Dept of Health and VT Dept of Housing & Community Development – The Board reviewed.
Email from Tim Jarvis Regarding Damage to Tree by Plow Truck – Jim Bulger looked at the damaged trees. The Town will replace the trees.
North Woods Excavating – The Board reviewed the material.
Barre Town Ambulance – They have a new EMS Director. Chris Lamonda is leaving.
Thank You Note from Topsham Historical Society for the old Ballot Boxes – The Board reviewed.
VT State Parks – Public Input Requested – The information will put on the Town website.
Request for Funds
VT Rural Fire Protection – Motion made by Tom Otterman and seconded by Larry Hart pay $100 as requested. Passed unanimously.
FINANCIAL
The Board came to the Town Office individually to review and sign Order #2224 in the amount of $33,820.75 for accounts payable and $24,140.74 for payroll.
The Board reviewed and signed Order #2301 in the amount of $18,135.28 for accounts payable and $3,879.20 for payroll.
Pay for Attending Select Board Meetings – Highway employees will not be paid if they choose to attend a Select Board meeting. They will be paid if the Board requests they attend.
Elaine Smith's Request to Hire Help - Motion made by Larry Hart and seconded by Carl Hildebrandt to hire Nancy Clark to help with the Town Report. Passed unanimously. She will be paid from the Auditor’s budget.
New England Kenworth bill – Will hold temporarily.
OTHER
Beth Thompson is retiring from the Corinth Post Office. There will a party for Beth on Sunday, January 22, 2023 from 2:00 pm to 4:00 pm at the Town Hall in Cookville.
Executive Session – Motion made by Larry Hart and seconded by Jim Bulger to go into executive session to meet with Brian Smith. Passed unanimously. Meeting adjourned to executive session from 7:57 pm to 8:34 pm. Motion made and seconded to give Brian Smith an increase of $1.00 per hour following his probationary period. The increase is effective immediately.
