MINUTES

Meeting called to order at 7:04 pm.
Motion made by Tom Otterman and seconded by Brad Calhoun to approve minutes from meeting of November 28, 2022. Passed unanimously.
CORONA VIRUS

HIGHWAY
Road Report – Guy Welch updated the Board on roadwork and equipment.
Highway personnel brought a list of items to discuss with the Board. The list included mileage reimbursement, calculation of overtime hours in weeks with a paid holiday, roll over and accrual of vacation time, future pay increases and the pension plan. Motion made by Tom Otterman and seconded by Brad Calhoun to increase the mileage reimbursement rate to $0.625 per mile. Passed unanimously.
Garage Site – The Board discussed changes to the preliminary site plan. Tom Otterman will send backto Rob Townsend for his opinion.
VT Municipal Roads General Permit - Motion made by Tom Otterman and seconded by Brad Calhoun to pursue competing the application with the $640.00 review fee. Passed unanimously. Cindy will look into what is needed for the online application.
Hired Equipment – Motion made by Tom Otterman and seconded by Brad Calhoun to increase the rate for hired equipment to $95.00 per hour. Passed unanimously. GENERAL
Tower – The Board reviewed material regarding the possibility of more equipment being added at the tower on Route 302.
CORRESPONDENCE
Efficiency VT Lighting Discount – The Board reviewed.
VT Agency of Commerce & Community – The Board reviewed.
Hire Ability VT Agency of Human Services – No jobs available at this time.
Otterman and Allen – David Otterman is retiring.
Motion made by Tom Otterman and seconded by Brad Calhoun for Jim Bulger, Chair, to sign the Consent to Appoint a Successor Trustee for the Macdonald Family Funds for the Town of Topsham and the East Topsham Cemetery. Passed unanimously.

FINANCIAL
The Board reviewed and signed Order #2223 in the amount of $27,210.65 for accounts payable and $7,037.28 for payroll.
OTHER
The Select Board Meeting scheduled for December 26, 2022 is canceled due to the holiday.
Executive Session – Motion made by Tom Otterman and seconded by Carl Hildebrandt to go into executive session to discuss personnel. Passed unanimously. Cindy Flannigan was invited to join the session.
Meeting adjourned to executive session from 8:10 pm to 8:31 pm.
Motion made by Tom Otterman and seconded by Carl Hildebrandt for holiday hours to be counted as regular time as it pertains to overtime weekly pay and to allow vacation time to be rolled over, capped at two weeks. Passsed unanimously.
