MINUTES 

TOPSHAM SELECT BOARD MEETING 

Monday, November 22, 2021 

Present: Carl Hildebrandt via Microsoft Teams, James Bulger, Bradford Calhoun and Thomas  Otterman (Select Board), Cynthia Flannigan (Town Clerk/Treasurer), Guy Welch (Road  Foreman) and via Microsoft Teams Janice Emerson (Administrative Assistant)  

Absent: Larry Hart 

Visitors: Nancy and Jim Clark, Sue and CJ Altland, and via Microsoft Teams Pat Plaisted and  Linda Buermeyer 

Meeting called to order at 7:00 pm.  

Motion made by Brad Calhoun and seconded by Tom Otterman to appoint Jim Bulger as Chair  in Larry Hart's absence. Passed unanimously.  

Motion made by Brad Calhoun and seconded by Tom Otterman to approve minutes from  meeting of November 8, 2021. Passed unanimously. 

CORONA VIRUS 

Jim Bulger reported vaccination clinics will be held at Waits River Valley School on December 4, 2021, December 27, 2021 and January 17, 2022 from 8:00 am to noon. All the vaccines and boosters will be available.  

HIGHWAY 

Road Report – Brad Calhoun and Guy Welch updated the Board on roadwork and equipment. 

Garage Site – Waiting on survey from Rob Townsend and demolition estimate from C. M.  Witcher.  

Tree - Jim Bulger continues to work with the State regarding the removal of a dead tree at the  junction of Kimball Hill Road and Route 25.  

GENERAL 

ARPA Funds – Motion made by Brad Calhoun and seconded by Tom Otterman to appoint Jim  Bulger, Nancy Frost, Nancy Clark, Connie Linnell, Sue Altland and Jackie Labate to serve on  the committee. Passed unanimously.  

Tax Map Maintenance Contract – Motion made by Brad Calhoun and seconded by Tom  Otterman to sign the contract. Passed unanimously.  

NEKWMD – Proposed budget meeting will be held via Zoom on December 14, 2021 at 6:00 

pm. 

Cemetery Donation – A $50.00 donation was received from a visitor to the Fellows Cemetery.  She was very pleased with how well it was maintained.  

Ambulance Service – Chris Lamonda will attend the next Board meeting to discuss the  services.  

Retirement Plan Rate Increase – The Board reviewed.  

CORRESPONDENCE 

Rural Fire Protection Program – Motion made by Brad Calhoun and seconded by Tom  Otterman to pay $100.00. Passed unanimously.  

Vermont Efficiency Lighting – No interest at this time.  

Request for Funds 

Clara Martin – Will be included in Warning for Town Meting 

FINANCIAL 

The Board reviewed and signed Order #2122 in the amount of $256,020.67 for accounts  payable and $5,452.22 for payroll.  

OTHER 

Office Closed – The Town Office will be closed November 25, 2021 and November 26, 2021  for Thanksgiving. 

Office Closed – The Town Office will be closed from December 20, 2021 through December  31, 2021 for the holiday and vacation.  

Executive Session – Motion made by Brad Calhoun and seconded by Tom Otterman to go into  executive session to discuss a legal issue. Passed unanimously. Meeting adjourned to  executive session from 7:33pm to 7:41 pm. Legal isue – No action
