Meeting called to order at 7:00 pm. Motion made by Tom Otterman and seconded by Brad Calhoun to approve minutes from meetings of September 26, 2022 and October 17, 2022. Passed unanimously.

CORONA VIRUS

More new cases.

VISITORS

Hank Buermeyer discussed a health issue. A letter regarding the issue was returned unclaimed by the addressee. Hank discussed hiring a sheriff to serve the original letter. The Board will discuss in Executive Session at the end of this meeting. Sue Altland advised thee Board that the NEKWMD Charter amendment did not pass. It will be voted on again in December. Nancy Clark advised the ARPA Committee will give a report at the next Select Board Meeting.

HIGHWAY

Road Report – The Board on discussed roadwork and equipment.

New Employee – Brian Smith was hired to fill the vacant highway position. He will start work Wednesday at $23.00 per hour.

Garage Site – Tom Otterman will follow-up with Rob Townsend regarding the site plan.

Salt – The Board reviewed the letter from Cargill showing a price of $94.00 per ton. Brad Calhoun will compare with the price of other firms. Motion made by Brad Calhoun and seconded by Carl Hildebrandt to go with the lowest price. Passed unanimously.

Grant for Radar Speed Limit - Brad Calhoun will handle.

GENERAL

Health Insurance - Will be discussed at the next meeting.

CORRESPONDENCE

Town of Newbury – Local Hazard Mitigation Plan – The Board reviewed.

FEMA – Waits River/Connecticut Water Shed Mapping Assessment – The Board reviewed.

Request for Funds

TRORC Dues – Will be included in 2023 Budget

Tri-Village Fire Department- Will be included in 2023 Budget

CTERT – Will be included in 2023 Budget

Orange County Parent Child Center – Will be included in Warning for Town Meeting

Little Rivers Health Care – Will be included in Warning for Town Meeting

Orange County Restorative Justice Center – Will included in Warning for Town Meeting

FINANCIAL

The Board cane to the Town Office individually to reviewed and signed Order #2219 in the amount of $1,280,971.89 for accounts payable and $7,943.63 for payroll.

The Board reviewed and signed Order #2220 in the amount of $18,201.86 for accounts payable and $6,602.22 for payroll.

OTHER

Budget Committee – Janice Emerson, Donna Otterman and Yvette Tomlinson agreed to serve on the 2023 Budget Committee.

Executive Session – Motion made by Carl Hildebrandt and seconded by Tom Otterman to go into executive session to discuss a health issue. Passed unanimously. Meeting adjourned to executive session from 7:33 pm to 7:44 pm. No action taken.
