MINUTESTOPSHAM SELECT BOARD SPECIAL MEETING

Monday, October 17, 2022

Present: James Bulger via phone, Larry Hart, Bradford Calhoun Thomas Otterman and Carl Hildebrandt (Select Board), and via Microsoft Teams Janice Emerson (Administrative Assistant)

Visitors: Les Frost and via Microsoft Teams Pat Plaisted, Jim and Nancy Clark

Meeting called to order at 7:00 pm. Larry Hart served as Chair due to Jim Bulger being unable to attend in person.

Board members have received many complaints regarding road maintenance. Highway work is not getting done and the grader is not being used. Tom Otterman suggested hiring an outside grader operator.

Jim Bulger was verbally assaulted by a person in West Topsham when he attempted to look at a drainage problem. A letter will be sent regarding Town right of way.

Executive Session – Motion made by Tom Otterman and seconded by Carl Hildebrandt to go into executive session to discuss personnel. Passed unanimously.

Meeting adjourned to executive session from 7:17 pm to 7:50 pm.

The Board developed a list of objectives for the road crew. Larry Hart will give to Guy Welch tomorrow morning.
