TOPSHAM SELECT BOARD MEETING
Monday, September 26, 2022
Present: James Bulger, Larry Hart, Bradford Calhoun Thomas Otterman and Carl Hildebrandt (Select
Board), Cynthia Flannigan (Town Clerk/Treasurer), Guy Welch (Road Foreman) and via Microsoft

Meeting called to order at 7:01 pm.
Motion made by Tom Otterman and seconded by Brad Calhoun to approve minutes from Special meeting of September 12, 2022 and Regular meeting of September 12, 2022. Passed unanimously.
CORONA VIRUS
No new information.
VISITORS
John Hood updated the Board on the town wide reappraisal. They received no response to the RFP. They will now prepare a one page letter.
Sue Altland discussed the NEKWMD Charter amendment and our contact with Casella.
HIGHWAY
Road Report – Guy Welch updated the Board on roadwork and equipment.
The Board is aware of an issue regarding damages to Kathy Hatch property on Warsley Road from water runoff from Route 25. Guy Welch will handle.
Garage Site – Tom Otterman contacted Rob Townsend regarding the site plan.
Driveway Permit for Kevin Fahey on Emerson Road – Larry Hart will contact him for more
information.
GENERAL
Local Hazard Mitigation Plan Update – Carl Hildebrandt reported that Seam Solutions advised him that neighboring towns have been notified.
911 Address – Motion made by Tom Otterman and seconded by Brad Calhoun to name the road that goes from Ben Deter Road to Power Spring Road the Old County Road. Passed unanimously.
CORRESPONDENCE
Caution Sign – Pearly Smith requested permission to put a horse caution sign on Welch Road. The Board approved. Jim Bulger will handle.
FINANCIAL
The Board reviewed and signed Order #2218 in the amount of $15,225.28 for accounts payable and $4,800.89 for payroll.
OTHER
Budget Committee – The Board asked Janice Emerson to contact the people who served on the committee last year to ask if they are willing to serve another year.
Town Office – Cindy Flannigan advised the Board that Susan Hodge will be working part-time at the Town Office.
Executive Session – Motion made by Tom Otterman and seconded by Carl Hildebrandt to go into executive session to discuss personnel. Passed unanimously. Meeting adjourned to executive session from 7:49 pm to 8:03 pm. Cindy Flannigan and Guy Welch were invited to join the session.
Motion made by Tom Otterman and seconded by Brad Calhoun to offer the open highway position to Brian Smith. Passed unanimously.
