TOPSHAM SELECT BOARD MEETING

Monday, September 13, 2021

Present: Larry Hart, Carl Hildebrandt, James Bulger, Bradford Calhoun and Thomas Otterman (Select

Board), Cynthia Flannigan (Town Clerk/Treasurer), Guy Welch (Road Foreman) and via Microsoft

Teams Janice Emerson (Administrative Assistant)

Visitors: Jim Clark, Sue Altland, Heidi Wright, Carol Appleton and via Microsoft Teams Pat Plaisted Meeting called to order at 7:00 pm.

Motion made by Jim Bulger and seconded by Brad Calhoun to approve minutes from meeting of

August 23, 2021. Passed unanimously.

CORONA VIRUS
The Delta variant is very contagious and the number of cases is increasing.

VISITORS
Carol Appleton and Heidi Wright expressed concerns regarding medical deliveries and home health care services during the time the road is closed to work on the Pike Hill Bridge. The road will be closed on October 1, 2021 for approximately three weeks. Letter will be sent to residents impacted by the road closure with the details.

HIGHWAY
Road Report – Guy Welch updated the Board on roadwork and equipment.

Garage Site – No new information. Waiting on survey and permit processing.

Municipal Road Grants in Aid - Equipment Grant - Brad Calhoun and Guy Welch will handle.

Road Signs – Many road signs are missing. Brad Calhoun will handle ordering new signs.

VTrans Standard Municipal Grants – Motion made by Brad Calhoun and seconded by Tom Otterman for Larry Hart, Chair, to sign. Passed unanimously.

Overweight Permit – Motion made by Brad Calhoun and seconded by Jim Bulger to approve permit for Jack Johnson Trucking. Passed unanimously.

Flood Resilient Community Fund (FRCF) Grant – Motion made by Tom Otterman and seconded by Jim Bulger to Table. Passed unanimously.

GENERAL
Casella - Effective September 6, 2021, food scraps collection day will change from Tuesdays to Mondays.

American Rescue Plan Act (ARPA) – A committee will be formed to give recommendations on how to use the ARPA funds.

Cemetery -Motion made by Tom Otterman and second by Jim Bulger to hire Tom Flannigan to remove trees from East Topsham Cemetery. Passed unanimously.

Annual Trail Ride for Charity – The Norumbega and Montshire Trail Ride in Vermont was on September 12, 2021.

CORRESPONDENCE
VLCT - Annual Meeting Voting Delegate – Motion made by Brad Calhoun and seconded by Carl

Hildebrandt to appoint Cindy Flannigan as the voting delegate. Passed unanimously.

Wells Fargo – Information Regarding Changes – The Board reviewed.

Use of Town Hall – Motion made by Tom Otterman and
seconded by Carl Hildebrandt to approve use of the Town Hall by Pam Byam for a Baby Shower on

October 23, 2021. Passed unanimously.

FINANCIAL

The Board reviewed and signed Order #2117 in the amount of $31,868.88 for accounts payable and

$8,142.71 for payroll.

2022 Budget – Brd Calhoun discussed the cost of a new grader to be considered for the 2022 budget.

The price is $339,000 with trade-in of $60,000 leaving a balance of approximately $280,000.

OTHER

Executive Session – Motion made by Tom Otterman and seconded by Brad Calhoun to go into

executive session to discuss a legal issue. Passed unanmously. Meeting ajourned to executive session

from 7:56 pm to 8:11 pm. No action taken or information provided.
