TOPSHAM SELECT BOARD MEETING
Monday, August 23, 2021
Present: Larry Hart, Carl Hildebrandt, James Bulger, Bradford Calhoun and Thomas Otterman (Select
Board), Cynthia Flannigan (Town Clerk/Treasurer) and Janice Emerson (Administrative Assistant)
Absent: Guy Welch (Road Foreman)
Visitors: Chris Putney, Bill Phelps, Nancy Clark, Jim Clark, Innocent Mpoki (Zimbabwe), Amber
Downing, Donna Otterman and Yvette Tomlinson and via Microsoft Teams Pat Plaisted and Sue

Meeting called to order at 7:00 pm.
Motion made by Brad Calhoun and seconded by Jim Bulger to approve minutes from meeting of
August 9, 2021. Passed unanimously.
CORONA VIRUS
No new information.
HIGHWAY
Road Report – Brad Calhoun updated the Board on roadwork and equipment.
Garage Site – No new information.
New Truck – Motion made by Tom Otterman and seconded by Brad Calhoun to approve entering a
master installment purchase agreement with Mercedes-Benz Financial Service USA, LLC for the
purchase of the 2022 Western Star truck. Passed unanimously.
Sale of Town Equipment – Motion made by Tom Otterman and seconded by Jim Bulger to sell by
sealed bid the old military vehicle and the old loader. Passed unanimously.
GENERAL
Employee Personnel Policy – In process of being updated to include revisions approved at last meeting.
Remote Meetings - Motion made by Brad Calhoun and seconded by Tom Otterman to purchase a new
or used OWL. Passed unanimously.
ATV – Motion made by Jim Bulger and seconded by Tom Otterman for Larry Hart, Chair, to sign
paperwork giving permission for the Topsham ATV Club to do roadside mowing on Class 4 roads in
Topsham. Passed unanimously.
Chris Putney updated the Board on the alternate rote from Limlaw Chipping to Honey Corners Road.
Tom Otterman is not in favor of this route. Larry Hart prefers the route in West Topsham Village. Jim
Bulger is not in favor of two alternate routes using sections of Route 25. Motion made by Jim Bulger
and seconded by Tom Otterman not to approve the route. Passed unanimously.
CORRESPONDENCE
2021 Town Fair September29 and October 4-8 – The Board reviewed.
FINANCIAL
The Board reviewed and signed Order #2116 in the amount of $47,598.01 for accounts payable and
$5,543.00 for payroll.
OTHER
Executive Session – Motion made by Tom Otterman and seconded by Carl Hildebrandt to go into
executive session to discuss a legal issue. Passed unanmously. Meeting ajourned to executive session
from 8:08 pm to 8:14 pm. Motion made by Tom Otterman and seconded by Carl Hildebrandt to appoint
Jim Bulger as represenative for a legal matter. Passed unanmously
Office Closed - Town Office will be closed on Thursday and Friday, August 26 and 27.
