MINUTES
Present: Larry Hart, Thomas Otterman, James Bulger, Bradford Calhoun and Carl Hildebrant (Select Board), Cynthia Flannigan (Town Clerk/Treasurer).
Visitors: Jim Clark. Calvin & Karen Altland and Patricia Plaisted joined the meeting via Microsoft Teams.
Meeting called to order at 7:02 pm.
Motion made by Jim Bulger and seconded by Tom Otterman to approve minutes from meeting April 26, 2021. Passed unanimously.
CORONA VIRUS
The number of reported cases are going down significantly.
HIGHWAY
Road Report-- Brad Calhoun reported that Peter Arnold’s last day of work was Friday.
Brad Calhoun, Guy Welch and Rita Seto (TRORC) visited sites on Currier, Welch and Ben Dexter Roads for the 2021 Municipal Roads Grants-In-Aid Project.
Quote from Adam Longto to remove the tree on Watson Hill in the amount of $850.00 was received. Motion made by Tom Otterman and seconded by Jim Bulger to remove the tree on Watson Hill. Passed unanimously.
Jim has called VTRANS concerning the dead tree on Route 25 at the junction of Kimball Hill Road.
Pike Hill Bridge-Tom Otterman said he has spoken to Brian O’Meara for some input on the idea of enclosing the guardrails on the bridge with wood. Tom will continue to work on trying to come up with a way of covering the guardrails to maintain the picturesque look. Joe Blodgett of Corinth called the office to get a time frame for closing the road and using Corinth’s roads for a detour. Brad will communicate with Mr. Blodgett.
Jim Bulger asked to have it on record that he is opposed to the way the Pike Hill project has been handled.
Garage Site- Nothing new to report at this time.
Overweight Permits- Motion made by Tom Otterman and seconded by Carl Hildebrant to approve permits for Field & Sons Transportation and United National Foods. Passed Unanimously.
Road Reclassification- the Board will discuss at their next meeting.
GENERAL
ATV Update— The Vt. Route 25 section from Limlaw’s to Honey Corners Road was not approved for ATV use. Jim Clark stated that he has been working with Chris Putney in trying to get land owners permission for an alternate trail coming through the Town of Orange to Willey Hill Road.
Cemetery Work—Cindy Flannigan received an estimate of approximately $350 to $400.00 from Chris Bruce to cut the brush in the East Topsham Cemetery that is encroaching the markers along the stone wall. Chris also noted on his estimate that the brush along the stonewall on Welch Road has grown back up and it would be a good time to cut it before it gets much bigger and that the East Topsham and Waits River Cemetery may need to be mowed an additional time before Memorial Day depending on the weather. Motion made by Tom Otterman and seconded by Brad Calhoun to authorize Chris to cut the brush at both the East Topsham and Welch Road Cemeteries and to do an additional mowing if he felt it was necessary. Passed Unanimously.
CORRESPONDENCE
ECVTD: The Select Board noted that they had appointed the representatives to the ECVTD board in 2020. Motion by Tom Otterman and seconded by Carl Hildebrant that Rob Rinaldi, Peter Keene and Prentice Pratt remain the representatives to ECVTD for the Town of Topsham.
FINANCIAL
The Board reviewed and signed Order #2109 in the amount of $23,221.91 for accounts payable and $5,841.65 for payroll.
OTHER
Motion made by Tom Otterman and seconded by Carl Hildebrant to change the town’s website domain to the .Gov site. Approved unanimously.
Executive Session—Motion made by Tom Otterman and seconded by Carl Hildebrandt to go into Executive Session to discuss a legal matter. Passed unanimously. Cindy Flannigan was asked to join the meeting. Meeting adjourned to Executive Session from 7:36pm to 7:56pm. No Action taken.
