TOPSHAM SELECT BOARD MEETING
Monday, May 09, 2022

Meeting called to order at 7:00 pm.
Motion made by Tom Otterman and seconded by Brad Calhoun to approve minutes from meeting of
April 25, 2022. Passed unanimously.
CORONA VIRUS
A vaccine clinic was held recently at the Grange Hall with a good turnout. There will be another clinic held soon. There will also be one or two held at the Waits River Valley School.
HIGHWAY
Road Report – Larry Hart updated the Board on roadwork and equipment.
Garage Site – Larry Hart will prepare the Scope of Work handout for the Site Visit on May 18, 2022. Tom Otterman suggested putting a fence or stakes along the property line.
Paving – Discussed. No decision.
VTrans Local Technical Assistance Program – Online Training and Workshops – Larry Hart will handle.
Downing Road Turnaround - Jim Bulger updated the Board. Brad Calhoun is gathering additional information.
Driveway Permit for Randy and Alison Keating on Watson Hill Road – Larry Hart will handle.
Cemetery Road – Tom Vivian reported a culvert is coming up out of the road and needs to be put back
in place. The highway crew will handle.
McTaggart Road – John Hood would like to widen the entrance and could use fill from projects. Larry
Hart will check with Guy Welch.
Hay Mulcher – Larry Hart had information on various makes, models and prices. He will get more
information for the Board to make a decision on the purchase.
Summer Hours – The highway personnel are now working summer hours of four ten-hour days from
6:00 am to 4:00 pm.
An applicant for the vacant highway position will be interviewed on May 23, 2022 at 6:30 pm.
GENERAL
MVP Health Insurance – Motion made by Tom Otterman and seconded by Carl Hildebrandt for Jim Bulger, Chair, to sign the MVP Health Insurance Annual Contract. Passed unanimously.
CORRESPONDENCE
Nominations for Board of Trustees VT Municipal Employees Retirement Plan – No action. Notice of online Webinar for Cannabis Regulation – Board reviewed.
FINANCIAL
The Board reviewed and signed Order #2209 in the amount of $23,439.17 for accounts payable and
$5,448.35 for payroll.
OTHER
Executive Session – Motion made by Tom Otterman and seconded by Brad Calhoun to go into executive session to discuss personnel. Passed unanimously. Meeting adjourned to executive session from 7:43 pm to 8:07 pm.
