TOPSHAM SELECT BOARD MEETING

Monday, February 14, 2022

Present: Larry Hart, James Bulger, Bradford Calhoun and Thomas Otterman (Select Board), Cynthia

Flannigan (Town Clerk/Treasurer) and via phone Janice Emerson (Administrative Assistant)

Absent: Carl Hildebrandt and Guy Welch (Road Foreman) Visitors: Sue and CJ Altland
Meeting called to order at 7:01 pm.

Motion made by Tom Otterman and seconded by Jim Bulger to approve minutes from meeting of

January 24, 202. Passed unanimously.

CORONA VIRUS

No new information.

HIGHWAY
Road Report – Brad Calhoun updated the Board on roadwork and equipment.

Garage Site – The Board reviewed the Opinion of Title. Decision made not to purchase title insurance. Motion made by Tom Otterman and seconded by Brad Calhoun to authorize $35,922.64 closing costs associated with the closing on the Vance property. Passed unanimously.

The report from E-Tech Consulting Services shows the only contaminant found were in the floor tiles in the house.

VTrans Highway Packet – Grants will be discussed after Town Meeting. Brad Calhoun will call Shauna Clifford at VTrans.

Garage Inspection – Brad Calhoun will handle the Tier II report on hazardous material by March 1.

Overweight Permits – Motion made by Jim Bulger and seconded by Tom Otterman to approve permits for New England Quality Services, Inc. and Barrera Interleukin, Passed unanimously.

GENERAL
Reappraisal Order – A Reappraisal Order was received from the VT Department of Taxes. The Board plans to contest the order.

Highway and Bridge Weight Restrictions – Motion made by Brad Calhoun and seconded by Tom

Otterman to post the Powder Spring Road with a weight limit from March 15, 2022 to May 15, 2022

the same as last year from Willey Hill Road to the Groton Town Line. Passed unanimously.

Certificate of Highway Mileage – Motion made by Brad Calhoun and seconded by Jim Bulger to sign

the Certificate of Highway Mileage with no changes. Passed unanimously.

Tax Map Maintenance – Motion made by Tom Otterman and seconded by Jim Bulger to sign the maintenance contract. Passed unanimously.

Dog Issue – No action.

Town Meeting- Pursuant to Act 77 of 2022, motion made by Tom Otterman and seconded by Jim Bulger to move the date of the 2022 annual municipal meeting to Saturday, March 26, 2022 at the Waits River Valley School gymnasium. Passed unanimously.

CORRESPONDENCE

VT Department of Health - Health Officer not Categorized as Humane Officer. No action.

FINANCIAL

The Board reviewed and signed Order #2203 in the amount of $324,458.46 for accounts payable and

$9.077.36 for payroll.

Highway Surplus – Motion made by Tom Otterman and seconded by Brad Calhoun to carry forward $154,200.00 to 2022 for highway expenses and to put the balance of $10,080.00 in the Highway Equipment Fund. Passed unanimously.

Cemetery Surplus - Motion made by Jim Bulger and seconded by Ton Otterman to put the surplus $361 in the Cemetery Fence Fund. Passed unanimously.

OTHER

Warning - Motion made by Tom Otterman and seconded by Jim Bulger to approve and sign the

Warning for Town Meeting. Passed unanimously.
