MINUTES
TOPSHAM SELECT BOARD MEETING Monday, August 22, 2022

Present: James Bulger, Larry Hart, Bradford Calhoun Thomas Otterman and Carl Hildebrandt (Select Board), Cynthia Flannigan (Town Clerk/Treasurer) and via Microsoft Teams Janice Emerson (Administrative Assistant)

Absent: Guy Welch (Road Foreman)

Visitors: Sue and C J Altland, Nancy and Jim Clark and via Microsoft Teams Anne Sewall and Natasha Willburn, Pat Plaisted joined the meeting via Microsoft Teams at 8:03 pm.

Meeting called to order at 7:06 pm.

Motion made by Tom Otterman and seconded by Brad Calhoun to approve minutes from meeting of August 8, 2022. Passed unanimously.

CORONA VIRUS No new information.

VISITORS
C J Altland reported that Casella trucks have no internal weight system.

HIGHWAY
Road Report – Larry Hart updated the Board on roadwork and equipment.

Termination – Cameron Trischman gave his termination notice. The job will be posted.

Garage Site – An on site meeting will be scheduled for September 12, 2022 at 6:00 pm to discuss the site plan.

Roadside Mowing and Brush Cutting Bids – Two bids were received as follows:

Murdo Limlaw - $75.00 per hour Bruce Limlaw - $69.00 per hour

Motion made by Larry Hart and seconded by Tom Otterman to award the job to Bruce Limlaw. Passed by a vote of four to one. Tom Otterman abstained. Jim Bulger will notify Bruce of the decision and discuss the job with him. Janice Emerson will send a letter to Murdo advising him of the Board's decision.

Truck Bids – The Board received two bids for the 1972 Military Truck as follows:

Eric Olsen - $1,000.00 cash
Keith Trischman - $1.500.00 in garage services

Motion made by Tom Otterman and seconded by Brad Calhoun to accept the bid from Eric Olsen.

Passed unanimously. Larry Hart will advise the bidders of the Board's decision.

Grants-In-Aid – Motion made by Tom Otterman and seconded by Brad Calhoun for Jim Bulger, Chair, to sign the grant agreement for ditching. Passed unanimously.

Overweight Permit – Motion made by Tom Otterman and seconded by Brad Calhoun to approve a permit for Joe Otterman Construction. Passed unanimously.

GENERA
ATVs – The Board received more complaints regarding ATVs on Colby Road including the number of vehicles, road damage and speeding. Larry Hart said Chris Putney advised there will be police coverage at Four Corners and on Colby Road. VASA will pay for the law enforcement.

CORRESPONDENCE
SEAM Solutions – Carl Hildebrandt will be the contact person and will keep the Board updated on the Local Hazard Mitigation Plan update.

Health Issue – The Board reviewed information from Hank Buermeyer regarding the issue he discussed in executive session on July 25, 2022.

WEC Permit – Motion made by Larry Hart and seconded by Carl Hildebrandt to approve the permit

for work on Kimball Hill Road. Passed unanimously.

Request for Funds – Visiting Nurse & Hospice of VT & NH – Will be included in Warning for Town

FINANCIAL
The Board reviewed and signed Order #2216 in the amount of $18,216.78 for accounts payable and $6,960.66 for payroll.

OTHER
ARPA Committee Reminder - There will be a Community Forum at the Grange Hall in West Topsham at 6:30 pm on August 24, 2022 with a potluck meal. There will be a Community Forum at the Town Hall at 7:00 pm on August 26, 2022 with refreshments.
