TOPSHAM SELECT BOARD MEETING
Monday,August8, 2022
Present: James Bulger, Larry Hart, Bradford Calhoun Thomas Otterman and Carl Hildebrandt (Select Board), Cynthia Flannigan (Town Clerk/Treasurer), Guy Welch (Road Foreman) and via Microsoft Teams Janice Emerson (Administrative Assistant)
Visitors: Kelsey Root-Winchester, Sue and CJ Altland, Nancy and Jim Clark, Janice Thompson and via Microsoft Teams Pat Plaisted
Meeting called to order at 7:00 pm.
Motion made by Tom Otterman and seconded by Carl Hildebrandt to approve minutes from meeting of July 25, 2022. Passed unanimously.
CORONA VIRUS
Vaccine clinics continue to be held in the area.
VISITORS
Kelsey Root-Winchester – Kelsey is running for State Representative for Topsham, Groton and Newbury. She attended the meeting to introduce herself, answer questions and discuss what is important in Topsham. Items mentioned/discussed included affordable housing, health care, land use, transportation, the economy and more local control.
HIGHWAY
Road Report – Guy Welch updated the Board on roadwork and equipment.
Garage Site – Tom Otterman will contact Rob Townsend regarding the site plan.
Local Hazard Mitigation Plan - Motion made by Tom Otterman and seconded by Carl Hildebrandt for Jim Bulger, Chair to sign the Agreement with SEAM Solutions. Passed unanimously.
Overweight Permit – Motion made by Tom Otterman and seconded by Carl Hildebrandt to approve a permit for B&N Trucking. Passed unanimously.
ATVs – The Board received a complaint regarding ATVs on Colby Road. Chris Putney advised there will be police coverage on that road. Tom Otterman also questioned ATVs using Frost Road. The Town ATV Road Use Policy stats ATVs may use Class 3 and 4 Roads and Town Trails.
GENERAL
NEKWMD - Sue Altland discussed the NEKWMD budget and the money collected by Casella for bags over the two bag limit and other items. Sue also questioned if the dump could be used by residents of other towns by paying $5.00 per bag. The Solid Waste Transfer Station is for Topsham residents and taxpayers only. Members of the Select Board will monitor for a few weeks.
Water Test - The annual water test at the Fire Department has been sent to the state.
CORRESPONDENCE
TRORC – The Board reviewed the thank you for the dues.
Judicial Letter Regarding Civil Fines - The Board asked Cindy Flannigan to be the contact person.
Open House – Steve Butler advised there will be an open house at the West Topsham Fire Department on the day of the Town picnic.
Annual Trail Ride for Charity – The Norumbega and Montshire Trail Ride in Vermont will be on Sunday, September 11, 2022.
Jim Clark is not in favor of the trail ride. All Select Board members are in favor of the trail ride.
FINANCIAL
The Board reviewed and signed Order #2215 in the amount of $34,138.81 for accounts payable and $5.545.96 for payroll.
OTHER
Town Office – The Town Office will be closed on Friday, August 19, 2022.
Executive Session – Motion made by Tom Otterman and seconded by Carl Hildebrandt to go into executive session to discuss personnel. Passed unanimously. Guy Welch was invited to join the session.
Personnel issue discussed. No action taken at this time.
